was looking around and this caught my eye, did Alembic sell these to guitar stores or is this most likely an individual?

I think the answer to the first part of your question is yes, some Alembic dealers are probably stocking these cables. And I think the answer to the second part of your question is that the text of the listing suggests that this is an individual.
