Seems suspicious to me. E-bay says the seller is based in Germany but will only hand deliver to someone in the UK. Also the repeated insistence on cash seem like it might be a robbery setup. Here is an earlier posting of the same bass that was cancelled.

The way I read it he's  saying he will ship in Europe and to the US,  but will only hand-deliver to the UK. He doesn't like PayPal, and he's been on eBay since 2001, and pretty active. The pricing in GBP is a little odd, but he probably expects to sell this to someone in the UK.

Yes he has been active and all of the previous sales are written in German and list the location as Germany. This was as recent a few days ago. This listing is in what looks like translator program English and shows no location. With the amount of cash involved I would be careful. If I were to meet them I see about making the trade someplace like a police station. If I were having the bass shipped maybe use an escrow service or an intermediary that holds the bass and payment until both are received.
