Not sure about any extra costs to be applied, but $4300 for a Series II Exploiter sounds pretty reasonable. 32 scale as well.

Yes, the bass is rare and very interested item.
Previous owner is well known actor.
I belive the price is easy for Series 2 bass in Japan.
