is that apparently we buy so much pot (i know i do) in this state that it's at least partly contributed to the surplus mountian-o'cash we have laying around in the state coffers.  state law says if it's excess, gotta refund it to the citizenery.  so - just in time for a visit to the local dispensary on a hot summer day, my colorado tax refund just arrived at the door.
