Filter capacitors need reapir/replacing. Sometimes the leads can be resoldered, sometimes they break in a way that requires replacement.
 
The cause is the foam padding the caps deteriorates over time and when it does, the caps vibrate, eventually wearing out the leads.  
 
To prevent premature replacement of filter caps, check the foam periodically and replace if it has degraded.
